Yesterday at apporximately 10:45pm in the constitution hall john hancock had finished writing the contitution and signed it. After he had signed it he made a quick presentation about it and tried to persuade other people to sign it. His persuasian methods worked and all of congress had signed the new bill. The constitution takes effect as of today.
